2026年3月10日、独立行政法人情報処理推進機構（IPA）は、新たなガイドライン「データ連携の仕組みに関するガイドラインの手引き サプライチェーン共通編 1.0版」を公開しました。このガイドラインは、企業間データ連携の設計や実施に役立つ共通要件を明確にし、業務や機能の要件を整理するためのものです。
背景
近年、カーボンニュートラルやサーキュラーエコノミー、経済安全保障への対応が求められている中、サプライチェーンでのデータ連携の重要性が増しています。しかし、営業秘密を守りながらもトレーサビリティを確保し、相互運用性を担保することは容易ではありません。個別ユースケースごとにガイドラインを作成することは効率的ではなく、ばらつきを生む可能性もあります。そこで、このガイドラインでは、サプライチェーン全体に共通の要件をまとめています。
概要
本書では、取引契約に基づくトラストを前提としたデータ連携を対象とし、データ主権の尊重やトレーサビリティ、信頼性、相互運用性の確保を求めています。具体的には、Open Data Spacesが提供するアーキテクチャモデルであるODS-RAMを参照し、業務要件やビジネスアーキテクチャを整理しています。これにより、信頼性のあるデータ流通の実現が効率化されることを目指します。
ガイドラインは2025年12月16日から2026年1月14日までの意見公募を反映した正式版です。今後も社会実装の進展に応じて、適宜更新される予定です。

On March 10, 2026, the Independent Administrative Institution Information-technology Promotion Agency (IPA) released version 1.0 of the “Guidelines for Inter-Company Data Collaboration in Supply Chains.” This document aims to define common business and functional requirements as well as design principles for building data collaboration mechanisms between companies within supply chains.

The importance of data collaboration and visualization in supply chains has increased due to factors like carbon neutrality and circular economy initiatives. However, creating individual guidelines for each use case poses inefficiencies and inconsistencies.
